In normal "comic strip" parlance, you'd read this as the taller gentlemen asking the stouter one if he'd like a sip of the ole 'strong water', only to be ignored and instead asked for confirmation on current fashion trends.
Or,
You could perhaps read it as the shorter guy asking a friend for some ego affirmation, only to be instead, propositioned on perhaps an afternoon spent raising Cain and rousting-about.
